The Siyaj Organization warned of the continued and escalating domestic violence and grave violations of international law against children amidst the ongoing war, now in its seventh consecutive year, coupled with a complete absence of justice and redress for the victims.
In a working paper titled “Yemen: Childhood in Hell,” the organization stated that the continuation of the war and the militarization of many justice, law enforcement, and child protection institutions have all directly contributed to children’s limited access to justice. This is a primary reason for the continuation and escalation of crimes and violations against them.
Siyaj emphasized that child rights violators in Yemen remain beyond the reach of justice due to numerous factors, most notably the control exerted by armed militias—the primary violators of children’s rights—over security and judicial institutions. These institutions are manipulated to serve the activities of these militias, which control the majority of the country’s territory, and the decline of Or disrupting child protection and care institutions.
On the occasion of World Children’s Day 2021, SEYAJ for Childhood revealed that rates of sexual violence have increased significantly and unprecedentedly, explaining that many child soldiers are subjected to sexual exploitation and that this crime is also practiced within the family and the community surrounding the child, including close relatives. The paper presented by journalist Reem Al-Fadhli, a member of the SEYAJ organization, at a panel discussion held by the “National Committee to Investigate Human Rights Violations,” addressed a number of serious violations and crimes against children, most notably murder, mutilation, recruitment, sexual exploitation, and the undermining of the educational process. SEYAJ for Childhood stated that the militarization of judicial and security institutions Making them directly subordinate to armed militias, and since these militias are the biggest violators of children’s rights, they have sought and continue to seek to obstruct any signs that could lead to justice for the victims. The organization emphasized that the lack of justice for child victims today will be no less catastrophic and damaging in the future than the physical injuries. The psychological and social damage will be carried by children into their dark futures, just as they will carry disabilities, amputations, and physical scars. Moreover, the psychological damage resulting from crimes and sexual violations will be even more dangerous. The Childhood Protection Network pointed to what it described as the bureaucracy and prohibitive conditions imposed by members of some government agencies and supporting institutions on national organizations, including child protection organizations. This has rendered many of them unable to fulfill their duties and play their role in protecting children, which directly contributes to the loss of their rights. The child and impunity for perpetrators, where national institutions are supposed to play a fundamental role in providing legal support, advocacy, and awareness.
