As the Hajjah Primary Court prepared to hear the case, the Public Prosecution issued forcible arrest orders against the director of the governorate’s electricity branch following the death of ten-year-old Jibran Ali Qazzan from an electric shock caused by negligence involving high-voltage wires hanging too close to the ground.
According to the family’s complaint, the investigation records, and other official documents, the prosecutor issued a formal memorandum under Article 71 of the Criminal Procedures Law ordering the director’s arrest to compel his attendance at the court session scheduled for Wednesday, 3 February 2010.
The order came after the relevant authority failed to respond voluntarily to repeated prosecution summonses. Seyaj is providing legal aid to the child’s family and has submitted a number of memoranda to the relevant authorities in Hajjah and to the Public Prosecution, while lawyer Kamal Al-Saifi is acting on behalf of the child’s family.
Seyaj called on the relevant authorities in Hajjah to implement the court’s orders and enforce the law equally on الجميع.
